I agree ... it looks like a neglected elderly person or quadriplegic. Those feet haven't been exposed to water (much less washed) for months.

I do believe that you might well be onto something here; Clearly this is an extreme case of neglect and if this is indeed due to carers negligence then they should indeed be not only shamed and dismissed but additionally prosecuted with the full force of the law
